Toddler Playscape - Removal and Installation

The Texas School for the Deaf is seeking a contractor to remove an existing playscape and install a new toddler-sized, ADA-compliant playscape on a 25' x 25' concrete slab at its facility in Austin, Texas. The scope includes complete demolition of all existing equipment, footings, surfacing, and debris, with legal off-site disposal, followed by site preparation and installation of a commercial-grade structure designed for children ages 2 to 5, accommodating 17 to 21 children with a maximum fall height of 45 inches. The new playscape must include sensory play elements, themed climbing structures, interactive cognitive panels, and at least one slide with a gentle turning feature, all within a required safety zone of approximately 30' x 27' 5". All work must comply with OSHA standards and receive prior approval from TSD, while meeting strict accessibility requirements including a transfer station. The contractor must provide a certificate of insurance covering statutory workers’ compensation and $500,000 employer’s liability, along with proof that key personnel including supervisors and drivers are licensed and insured. The proposal must include detailed exhibits covering company profile, key personnel, past projects, pricing, execution agreement, and submission checklist, with all documents submitted as a single sealed PDF or physical package clearly marked with RFP 6-912-001. Proposals are due by July 14, 2026, at 3:00 PM Central Time, to be delivered to the TSD Purchasing Manager at 1102 S. Congress Avenue, Austin, TX, either via hand delivery to the Pease Building basement or as a named PDF via email. Late submissions will not be accepted. Award will be based on a best-value methodology, with 60% weight assigned to qualifications and experience as evidenced in Exhibits C, D, and E, and 40% to pricing on Exhibit B. Responses must pass administrative and past performance gates as defined under Texas Government Code provisions. Failure to submit any of the six mandatory exhibits will result in a non-responsive bid. The contract will commence tentatively on July 27, 2026, and end upon job completion and approval. TSD may extend the term by up to one month with mutual consent. All services require prior written authorization from TSD, and subcontracting is prohibited without approval. The contractor must certify compliance with federal and state regulations including E-Verify,
