Tomoka Farms Road Landfill (TFRL) Leachate Evaporation System Demonstration Project

The Volusia County Solid Waste division has issued Request for Proposal 26-P-130JD for the Tomoka Farms Road Landfill Leachate Evaporation System Demonstration Project. This Research, Development, and Demonstration (RD&D) initiative aims to evaluate the viability of a mechanical evaporator system as an alternative leachate treatment method to reduce off-site disposal. The project requires the installation and operation of a system at two existing leachate storage ponds, designed to achieve an average evaporation rate of 100,000 gallons per day over a six-month performance period. The system must be engineered so that all condensate remains within the boundaries of the leachate ponds. The contract offers two primary pathways: a six-month lease-with-return model or a lump sum buy-out option that includes a two-year service contract following a successful demonstration period. Proposals are due by November 12, 2026, and will be evaluated on a best-value basis, with specific weight assigned to the project approach (30%) and the contractor's experience with at least three similar projects completed within the last five years (25%). The prime contractor must be a Florida Registered Electrical Contractor to manage electrical connections. Mandatory requirements include providing performance and payment bonds for 100% of the contract price, adhering to strict insurance coverage standards, and complying with Florida Department of Environmental Protection permit 0078767-051-SO-21. Additionally, respondents must submit a submittal bond and comply with various state disclosures regarding human trafficking, public records, and prohibited business activities. The project timeline dictates substantial completion within 210 days of the Notice to Proceed, with specific decommissioning requirements if the lease option is selected.
