The Army Contracting Command – Rock Island (ACC-RI) has issued solicitation W519TC26QA130 for the machining of a single fixture in accordance with drawing 26C003, drawing number 12593242-100, to support the Rock Island Arsenal Joint Manufacturing and Technology Center. This is a Firm Fixed Price contract with a defined delivery date of August 17, 2026, at Building 299, Gillespie Avenue and Beck Lane, Rock Island, Illinois, 61299-5000, under FOB Destination terms where the contractor is responsible for all transportation costs and risk of loss until delivery. Access to the technical drawing is controlled through the Joint Certification Program (JCP) and requires prior JCP approval; contractors must use their CAGE code when requesting access via SAM.gov, and only the individual who originally submitted the DD2345 form may request the drawing. Failure to meet these access protocols will result in denial. The solicitation does not include pricing details, leaving the unit and extended prices to be submitted by offerors, and no estimated contract value is provided. The contract incorporates multiple FAR and DFARS clauses essential for cybersecurity compliance, including 252.204-7012, 252.204-7020, and 252.204-7021, mandating full adherence to CMMC requirements and NIST SP 800-171 controls for handling Federal Contract Information and Controlled Unclassified Information. Contractors must annually affirm compliance through the Supplier Performance Risk System and ensure all subcontractors flow down the same cybersecurity obligations. Inspection and acceptance authority is vested in the Government at the delivery site, with acceptance governed by FAR 52.246-2 and 52.246-15 and subject to verification against the referenced drawing. Electronic invoicing must be submitted through Wide Area WorkFlow (WAWF) using designated DoDAAC codes, with Fast Pay prohibited unless explicitly authorized. The contracting officers and point of contact are Brandy Huesmann and Sophia Muckenfuss, and the acceptance function is carried out by a roster of designated representatives from RIA-JMTC. Several special clauses reflect broader federal priorities such as prohibitions on contracting with inverted domestic corporations, requirements for executive compensation reporting, sustainable product considerations, and ethical conduct
