Top Dresser Spreader

The City of Pittsburgh Department of Public Works is soliciting bids for the purchase of one new Top Dresser Spreader with a maximum budget of $30,000 under solicitation number 2026-RFQ-092, with responses due by July 7, 2026 at 3:00 pm. The equipment must meet specific technical requirements including a minimum 3 cubic yard capacity, a metered gate opening, individual belt and spinner speed controls, a spinner attachment, compatibility with tractor hydraulic lines, side extensions for loading or increased capacity, and a belt shut off switch. Only new equipment is acceptable; used, refurbished, or grey market units are strictly prohibited. Bidders must be qualified merchants with demonstrated knowledge, experience, skill, and resources to advise on the equipment’s application and use, and must upload a Vendor Registration Form, W-9 Form, proposed equipment specifications, and confirm compliance with all City requirements. All bids must be submitted electronically through the City’s procurement portal, and no submissions via mail, email, fax, or in person will be accepted. The contract terms require F.O.B. Payment is due Net 45 days after successful delivery and acceptance. The seller must carry general liability, errors and omissions, and workers compensation insurance, and must comply with federal, state, and local laws including anti-discrimination statutes under the Pittsburgh Code and ADA. No assignment or full subcontracting is permitted; partial subcontracting requires written City approval. The City retains the right to reject any or all bids without penalty, and bids containing fatal errors—such as missing signatures, unauthorized signatories, or no stated pricing—are void. The agreement is governed by the laws of the Commonwealth of Pennsylvania, and all contractual obligations survive for two years after performance.
