Torrance Refinery Water Recycling Plant Programmable Logic Controller Replacements

West Basin Municipal Water District is soliciting proposals for RFP-DS-0149 to engage a System Integrator for the replacement of three obsolete process-level Programmable Logic Controllers (PLCs) and associated SCADA equipment at the Torrance Refinery Water Recycling Plant. The scope of work includes software development, network and panel drawing design, HMI screen development, and the recommissioning of RO and Biofor systems while maintaining communication with the Emerson Ovation DCS. The selected contractor must perform Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) and provide updated logic diagrams, configuration files, and training for technical staff. Proposals are due by November 5, 2026, via the online e-procurement system. A mandatory pre-proposal conference is scheduled for October 7, 2026, at 10:00 am via Microsoft Teams, followed by a mandatory job walk at 1:00 pm at the Torrance facility. Evaluation is based on a 100-point scale considering proposal quality, qualifications, technical approach, and price. Incentive points are available for certified Small, Local, or Veteran Owned Business Enterprises. The contract requires compliance with California prevailing wage laws, specific insurance coverages, and adherence to District-provided standard libraries for instrumentation and tag naming.
