The scope includes annual preventative maintenance inspections, 24/7/365 emergency response with a four-hour on-site arrival requirement, battery health monitoring using OEM protocols, removal and environmentally compliant recycling of degraded batteries through EPA-permitted facilities, and submission of detailed field reports, certification of recycling, and maintenance logs. Compliance with federal regulations is mandatory, including adherence to DOT 49 CFR Part 173 for hazardous battery transportation and EPA regulations for recycling. The Government will evaluate proposals based on technical approach and capability, experience with Toshiba UPS systems, past performance on similar contracts, and price reasonableness, using a pass/fail standard for non-price factors without assigning weights or scores. Offerors must have an active SAM registration with a valid UEI or CAGE code, provide signed SF-18 and SF-30 forms, and submit quotations via email to Jamie.Rosales@noaa.gov by July 10, 2026. Security protocols require contractor personnel to possess government-issued photo ID and follow facility access procedures, and all communications must reference the contract number and company identification.
