The Department of Defense's Naval Information Warfare Systems is seeking to procure TB-29A and TL-29A twin line arrays, along with related engineering services, to support Naval Sea Systems Command's littoral and mine warfare programs. This effort includes purchasing up to five new TL-29A arrays, two new TB-29A arrays, and converting up to six TB-29A submarine arrays into three TL-29A arrays, as well as associated integration testing and engineering support. The procurement plan spans fiscal years 2008 through 2011, with options including production arrays for foreign programs and provisions for additional engineering services and minor repairs. The contract expects to address the capabilities needed for surveillance and submarine fleet mission support. Lockheed Martin Maritime Systems and Sensors in Syracuse, NY, is identified as the sole capable contractor due to its unique technical expertise and current certifications, particularly in manufacturing and integrating Twinline modules and TB-29A/TL-29A arrays. Other competitors are either uncertified or would incur delays and substantial costs due to recertification requirements. The anticipated contract award date is December 2007, with an estimated value of approximately $76.8 million. This procurement falls under the NAICS code 334511 and aims to avoid duplication and operational delays by utilizing an experienced and qualified contractor.

Full Description

This notice supersedes the previously published FEDBIZOPS notice of 30 April 2007 for Twin Line Arrays. The Space and Naval Warfare Systems Command in support of Naval Sea Systems Command, Program Executive Office Littoral & Mine Warfare (PEO LMW), Maritime Surveillance Systems (MSS) Program Office PMS 485 and other Navy activities requires additional TB-29A and TL-29A arrays (and related engineering services) in order to support the surveillance and submarine fleets in achieving their missions and intends to procure those materials and services. The effort would include: • New procurement of up to five TL-29A arrays • New procurement of up to two TB-29A arrays • Conversion (and subsequent integration testing) of up to six submarine TB-29A arrays into three TL-29A arrays • Engineering support services • Provisioned Items Orders (PIOs) for TL-29A. The proposed acquisition would specifically provide for: • One new TL-29A array in FY08 with an option for one new TL-29A array or a potential conversion (vice a new array). • An FY 08 option for two TB-29A arrays for the submarine community. FY09 – FY11 would be option years which include one array conversion in each year with an option in FY09 and FY11 for three new TL-29A production arrays, one in FY09 and two in FY11 for foreign programs. There may also be a requirement during FY08 – FY11 for an unknown quantity of PIO items and for engineering services to complete conversion work and negligible repair efforts. The Government believes that Lockheed Martin Maritime Systems and Sensors of Syracuse, NY with their previous requisite knowledge and technical expertise is the only contractor capable of fulfilling these requirements in a timely manner. While another contractor was previously certified to build the TB-29A array, they have not maintained that capability over the past four years and would need to be recertified. Lockheed Martin is the only contractor currently certified to build unique Twinline modules, to build TB29A modules and, to conduct TB-29A and TL-29A integration and factory acceptance testing. Lockheed Martin of Syracuse, NY is the only contractor that can accomplish these requirements without substantial duplication of cost and without unacceptable delays including those attributed to contractor certification. It is anticipated this contract will be awarded in December 2007. The value of this contract is expected to be approximately $76,800,000. The NAICS code for this procurement is 334511. Please see Numbered Note 22. Response to this announcement should be addressed to Pamela Rose at contact@example.gov.
