Ararat Township will receive sealed bids for the Tower Hill Road (T-653) Bridge Replacement until 4:00 P.M., local prevailing time on Tuesday August 4, 2026. Ararat Township will publicly open and read aloud Bids at 7:00 P.M. Tuesday August 4, 2026 at the Ararat Township Building - 1765 Ararat Rd. Thompson, PA 18465-9509. The work shall consist of replacing the Tower Hill Road (T-653) bridge over West Branch Lackawanna River. The existing bridge will be replaced with an aluminum box culvert of the dimensions 20’-6” W x 6’-1” R x 22’-9” L furnished with headwalls, wingwalls, full invert plates, and fish baffles. Ararat Township is pre-purchasing the ALBC via COSTARS; the contractor shall purchase all other materials necessary for the project. Bidders must be PennDOT Prequalified as specified in section 102.01, of Publication 408. Contractors qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications and as specified in section 108.01, Publication 408. The Engineer will conduct a pre-bid meeting at 10:00 AM Wednesday, July 15, 2026, at the Ararat Township Building - 1765 Ararat Rd. Thompson, PA 18465-9509. Pre-bid meeting attendance is recommended but not mandatory. The bridge site is available at any time for bidders to visit and examine. Bidders must provide with their Proposal (or Bid) either a certified bank treasurer’s check, a certified cashier’s check payable to the order of Ararat Township, or a bid bond in the amount of ten percent (10%) of the bid. Bidders must also provide with their Proposal a fully completed Non-Collusion Affidavit and a Public Works Employment Verification Form. Bidders are advised that PA Prevailing Minimum Wage Rates are incorporated in the Contract Documents and they must be paid to all workers employed at the construction site. Failure to fully comply with all bid requirements including but not limited to the above will cause to be reject a bid. Prospective Bidders may review the Conformed Project Manual through the PennBid website. Ararat Township will only accept bids from interested parties who have submitted bids via the PennBid website. Refer to PennBid https://pennbid.bonfirehub.com for contract details. Ararat Township may hold all Bids and they shall remain irrevocable for 60 days from the Bid Opening date. Ararat Township reserves the right to accept or reject any or all bids, waive any informalities or irregularities, or negotiate contract amounts. The successful Contractor will be required to furnish upon Contract Award a Performance Bond and a Payment Bond, each for one hundred (100%) percent of the contract price as bid.
