3.1 General The Town of Fox Creek is seeking proposals for the construction of a gravel road to service a new industrial subdivision development. The project generally consists of the construction of an approximately three hundred and sixty-five (365) metre long by eight (8) metre wide gravel roadway, including all associated earthworks, grading, ditching, gravelling, and related works required to complete the roadway in accordance with the Contract Documents. The intent of the project is to establish municipal road access to a six (6) lot industrial subdivision. Approaches to individual lots shall be the responsibility of the respective property owners and are not included within the scope of this Contract. The Town will retain a surveyor to establish and mark the road right-of-way and any required control points prior to construction. The successful Contractor shall be responsible for verifying all field conditions and dimensions prior to commencing work. All work is required to be finished before October 15th, 2026. 3.2 Site Conditions and Material Information Proponents shall satisfy themselves as to all site conditions, material availability, access constraints, and any other factors that may affect the execution of the Work. It is estimated, without guarantee, that half of the required clay material may be available within the Pine Road right-of-way for use in roadway construction. The Town makes no representation or warranty regarding the quantity, quality, or suitability of any material located within the project area. The Contractor shall be responsible for independently verifying material quantities and conditions, determining the suitability of available materials, and sourcing, hauling, placing, and compacting any additional material required to complete the Work in accordance with the Contract Documents. All quantities provided within the tender documents are approximate only and are supplied for general reference purposes. Final quantities shall be determined by the Contractor based on field verification and construction requirements. The Contractor may propose alternative materials, products, or construction methods not specifically identified within the Schedule of Quantities or Contract Documents, provided such alternatives are clearly identified within the submission. Any proposed alternative shall include a detailed description of the material or method, intended application, technical specifications, and any associated cost implications. Acceptance of any proposed alternative shall be at the sole discretion of the Town. 3.3 Traffic Control and Site Safety The Contractor shall be responsible for providing traffic control on roads that require restricted access when equipment is blocking lanes of traffic. This includes providing all required barriers, signage, and flag persons when necessary, particularly in higher traffic areas. Any complete road closures shall require one (1) weeks’ notice to the Town of Fox Creek so that a Road Closure notice can be issued and emergency services can be notified. No road closures shall proceed without approval from the Town. 3.4 Waste Removal and Disposal The Town will accept fill/trimming from the development area without charge. The fill/trimmings shall be hauled and stockpiled at the Town of Fox Creek Land Fill, as directed by the Town. The Contractor shall be solely responsible for the removal, transport, and disposal of all other waste materials generated as a result of the work. All costs associated with the handling, hauling, and disposal of such materials shall be included in the unit rates submitted in Appendix B – Schedule of Quantities and Prices. 3.5 Site Examination and Scope Confirmation A mandatory site visit will be held on May 28, 2026, at 10:00am MDT. Failure to attend the mandatory site visit shall result in the submission being deemed non-compliant. Proponents may request an alternate site visit date; however, the Town reserves the right, at its sole discretion, to decline such requests. Following award of the contract, the successful bidder shall attend the project area, either personally or through an authorized representative, to review the locations and finalize the scope of work with the Town. The proponent shall examine the project site and satisfy themselves as to all existing site conditions prior to commencing work. This review is intended to confirm the limits of construction, existing grades, material conditions, drainage requirements, access constraints, and any other factors that may affect the Work. Unit rates submitted within the Contractor’s bid shall remain fixed and shall not be subject to adjustment as a result of the site examination, field verification, or confirmation of quantities and construction limits. The purpose of the site review is to confirm construction requirements, quantities, and work locations only.
