The Maryland Department of Natural Resources is soliciting bids for the construction of the second phase of a battlefield interpretation trail at Crampton's Gap/Gathland State Park near Burkittsville. This firm-fixed-price project involves the creation of approximately 5,150 linear feet of natural-surface singletrack for pedestrian use, with motorized vehicles prohibited. The scope is limited to trail development, as the route connects existing park areas and does not require additional infrastructure like parking or sanitary facilities. An optional alternate task for maintaining approximately 2,200 linear feet of existing trail tread may be awarded if budget allows. The anticipated period of performance is 19 months, with work beginning within 60 days of the notice to proceed and a one-year warranty required upon completion. Award will be granted to the lowest responsive and responsible bidder. Qualified bidders must be registered in good standing with the Maryland Department of Assessments and Taxation, have at least one year of experience in the field, and be members of the Professional Trail Builders Association or demonstrate equivalent expertise. The contractor is responsible for obtaining all necessary permits and adhering to Maryland Park Service best practices and Maryland Department of the Environment erosion and sedimentation control permits, including specific reporting requirements for disturbances exceeding 5,000 square feet. Compliance with the Buy American Act is required, and bidders must submit a Mercury Affidavit with their proposal. Site visits are available by request, and the response deadline is November 3, 2026.
