Training Support Service for Specialized Counter Terrorism and Law Enforcement Program

The U.S. Embassy Jakarta seeks comprehensive training support services for specialized counter-terrorism and law enforcement capacity building programs under solicitation 191D3226R0016, with proposals due by March 27th, 2026. Offerors must be registered in the System for Award Management (SAM) prior to submission, as required by FAR 4.1102, and failure to comply will render proposals non-responsive. All submissions must be in English and structured into two volumes: Volume A containing the completed SF-1449 with pricing and representations, and Volume B containing the technical proposal that includes a Project Manager fluent in English, proof of SAM registration, evidence of a business presence in Indonesia or a plan to establish one within 30 days of award, and a list of past clients with performance records. Proposals must be submitted as PDFs via email to JakContractingOffice-RFP@state.gov with a maximum file size of 30 MB; mailed submissions are accepted at the embassy’s Jakarta address. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, where technical acceptability and responsibility are pass/fail criteria, and award goes to the lowest-priced compliant offeror. Technical acceptability hinges on management structure, subcontractor identification, prime contractor control, financial capability, organizational experience, and access to necessary equipment and resources. The contract performance period is one year from award, with potential for two six-month extensions under FAR 52.217-8 and 52.217-9, totaling no more than three years. Performance will occur primarily in Indonesia, including Jakarta and Semarang, and requires provision of secure training facilities with 30+ capacity, audiovisual systems, 30+ Mbps Wi-Fi, climate control, interpretation, lodging, meals, transportation, attendance records, and post-event After-Action Reports. Quality is monitored via a Quality Assurance Surveillance Plan (QASP) with strict thresholds: at least 90% satisfaction for interpretation, 95% for lodging and meals, zero missed milestones, on-time transportation, no substantiated complaints, and timely reporting. Contractors must comply with Indonesian labor laws, including BPJS Ketenagakerjaan and minimum wage, maintain valid local permits, and adhere to U.S. federal requirements including anti-trafficking provisions, whistleblower protections, prohibition of Bytedance-covered applications like TikTok, and restrictions on subcontractor sales to the
