Transcription Services

The Virginia Workers Compensation Commission is soliciting a contractor to provide professional, verbatim transcription services for workers compensation hearings, interviews, and other official agency recordings. The contract period runs from January 1, 2027, through December 31, 2029, with options for four one-year renewals. The contractor will be responsible for converting audio and video recordings into Microsoft Word and searchable PDF formats, with an estimated monthly volume of 1,500 to 2,500 pages across approximately 35 requests. Payment is based on the cost per page transcribed, and completed transcripts are generally due within two weeks of the upload date. To ensure high quality, the contractor must maintain a legal industry standard accuracy rate of 98% to 99% and utilize JAVS Viewer 8 software for specific recordings. All transcripts must be human-reviewed and certified for accuracy, with any identified errors corrected at no cost within two to five business days. The contractor must adhere to strict confidentiality and security protocols regarding personally identifiable information and provide a comprehensive quality assurance workflow. Award priorities are given to DSBSD-certified micro and small businesses depending on the bid amount, and all bids must be accompanied by a five percent bid bond.
