Transition Assistance Program Clerk

This is a five-year Blanket Purchase Agreement with one base year and four option years, issued by the Department of Defense through the Air Force Sustainment Center at Hill Air Force Base, Utah, to support the Transition Assistance Program (TAP) at the Military and Family Readiness Center. The contract provides non-personal services for administrative support, including data entry, scheduling of TAP courses for separating and retiring service members, tracking course completion, front desk customer service, and maintaining detailed attendance records in AFFIRST within three business days of each workshop. The work schedule requires full-time coverage Monday through Friday, 0730 to 1630, with a mandatory one-hour lunch break between 1100 and 1300, excluding holidays, installation down days, or inclement weather closures. Contractors must ensure all personnel meet strict qualifications, including at least six months of administrative or data entry experience, demonstrated proficiency in Microsoft Word, Excel, Outlook, and Teams, adherence to Air Force writing standards, and a basic understanding of military protocol and DAF terminology. All contractor staff must comply with stringent security and compliance protocols, including passing Law Enforcement Agency Data System (LEADS) background checks, completing OPSEC Awareness Training within 30 days of hire and annually thereafter, and maintaining strict confidentiality of sensitive personal and family data in accordance with the Privacy Act of 1974 and Controlled Unclassified Information (CUI) standards. A business casual dress code is required, with specific prohibitions against casual apparel such as tennis shoes, flip-flops, shorts, and t-shirts; modest jeans may be permitted on Fridays under current policy. Contractors are responsible for safeguarding government property and keys, ensuring compliance with safety regulations, and maintaining the ability to perform mission-essential duties remotely during base closures or elevated Health Protection Conditions. All records and documents generated under this contract are the property of the U.S. Government and must be preserved accordingly. Performance is subject to ongoing monitoring by the Contracting Officer Representative, with inspections conducted intermittently and adjusted based on performance quality and service complaints. Any changes to scope, pricing, or terms must be directed only to the Contracting Officer, not to the Contracting Officer Representative.
