AI Contract Overview
Leander Independent School District (LISD) has established a continuous solicitation (23019M28), initiated January 10, 2023, to create a pool of awarded vendors able to supply vehicle fluids, parts, and related supplies primarily for its Transportation and Plant Services Departments, as well as other district needs. This solicitation remains open through December 31, 2028, allowing vendors to submit proposals at any time for evaluation and potential contract award. LISD is not obligated to procure from any specific vendor or guarantee order quantities; rather, it will select vendors from the awarded list on a needs basis to secure the best fit for each procurement. Contracts awarded under this solicitation are firm-fixed-price arrangements with delivery occurring F.O.B. destination and freight prepaid. The governing terms and conditions for contracts awarded stem from LISD’s General Terms for Purchasing Solicitations and Contracts, Version 2 (effective November 18, 2022), which integrate applicable provisions of the Texas Education Code Chapter 44, Texas Education Agency rules, Texas Administrative Code, and district policies. These terms articulate requirements including vendor compliance, delivery, inspection, acceptance, and the necessity for criminal background checks and fingerprinting of personnel who access district property. Vendors must ensure all goods conform precisely to specified standards and undergo inspection at delivery locations designated by LISD. Evaluation for award emphasizes best value through a trade-off analysis considering price, vendor reputation, quality, responsiveness to district needs, and other factors such as local employment impact and compliance with historically underutilized business laws. The solicitation accommodates multiple vendor awards with no minimum purchase commitments. Payment to vendors is contingent upon the availability of appropriated funds, with invoicing preferably submitted electronically to the district’s accounts payable office. Intellectual property rights for any contract-generated materials remain with LISD, and subcontracting requires prior district approval. Overall, the solicitation provides a flexible procurement vehicle enabling LISD to efficiently obtain specialized vehicle maintenance products from a qualified vendor pool over a multi-year horizon.

Full Description
LISD seeks to create a list of awarded vendors from which to obtain these goods. When LISD has a need for these products, LISD will use the list of awarded vendors as a primary source to obtain them. There is no obligation upon LISD to use any particular vendor and there is no guarantee of any quantity of orders. LISD will choose the awarded vendor(s) that best meet(s) its requirements for any particular need. This is a continuous solicitation, which means that it will be open from the date of award through 12/31/2028 during which period interested vendors may submit a proposal for LISD's evaluation. LISD may, at its sole discretion, extend the solicitation via addendum. All vendors whose proposals meet the requirements stated herein will be awarded contracts and added to the list of awarded vendors for the specified goods.
