The solicitation SPE3SE-16-R-0013 is a Sources Sought Notice issued by DLA Troop Support to conduct market research for a future Indefinite Quantity Contract (IQC), fixed-price with Economic Price Adjustment, regarding the Tray Ration Heating System (TRHS), Single Pallet Expeditionary Kitchen (SPEK), and related equipment and components. This notice is not a solicitation for proposal or bids but aims to identify qualified manufacturers who can produce the specified items. The 76 National Stock Numbers (NSNs) listed pertain to highly specialized equipment originally produced by Babington Technology, the sole manufacturer and rights holder of the proprietary TRHS technology which supports remote and mobile feeding of military units. Because the Government lacks full technical data and proprietary rights held by Babington, this contract is currently sole-sourced, allowing no competition at this time. The TRHS is a mobile heating system capable of preparing hot meals for up to 250 individuals in remote locations, and the SPEK integrates the TRHS with additional components like a temper tent and a Field Sanitation Sink to meet the Air Force’s temporary kitchen needs. Interested vendors are asked to review the item descriptions for manufacturing capabilities and constraints and provide information on additional potential suppliers who can manufacture these items. Responses are voluntary and used strictly for market research; no commitments or reimbursements will be made. The anticipated solicitation issuance is around mid-October 2016, with closing expected in mid-November 2016. The primary contacts for this effort are the Contract Specialist, Carrie McKendry, and the Contracting Officer, Wardell Smith, both reachable via provided email and phone contacts at the DLA Troop Support office in Philadelphia.

Supplement for Egg Products
Solicitation # 12-3J14-Notice-26-024
The USDA Agricultural Marketing Service (AMS) has issued a special notice and supplement for the procurement of egg products, including whole eggs, hard-boiled eggs, all-purpose egg mix, and frozen scrambled egg patties. This procurement is governed by the Federal Purchase Program Specification (FPPS) and the AMS Master Invitation for Bids Domestic Programs (MIFB-D). A critical update to this program is the mandatory transition to AMS Quality Assessment Division (QAD) audit-based acceptance services (Option B) effective January 2027, replacing previous grading-based monitoring. All costs associated with AMS representative services, including audits and supervision, are the responsibility of the contractor. To become eligible for bidding, contractors must submit a technical proposal in a non-PDF format, such as Microsoft Word, following the specific templates provided in Exhibits A through D. This proposal must document a comprehensive quality control program covering processing, packaging, and labeling. Additionally, contractors must provide a five-pound product sample—except for bulk liquid whole eggs—which must include detailed labeling of ingredients, nutrition facts, and allergen declarations. Eligibility is determined through a technical review by the Standards and Specification Division (SSD), approval of product samples, and a pre-bid onsite capability assessment audit by the QAD, which evaluates food defense plans, production compliance, and quality records.

This solicitation, identified as 12-3J14-Notice-26-023, covers three primary deliverables: bulk liquid whole eggs shipped in 48,000-pound insulated tankers, and frozen homogenized whole eggs with color stabilizer packaged in either two-pound or five-pound pitcher-pour polyethylene-coated paperboard cartons. All products must be produced in the United States within an FSIS official plant and adhere to strict microbiological standards, including negative results for Salmonella and specific limits for standard plate and coliform counts. The contract is governed by the AMS Master Invitation for Bids Domestic Commodity Procurements and incorporates Quality Assessment Division policies and regulations under 9 CFR 590 and 592. Key requirements include the use of FDA-approved, tamper-evident packaging and the provision of a Certificate of Conformance for each delivery. Packaging must comply with National Motor Freight and FSIS regulations, specifically prohibiting the use of steel or wire straps and staples for final closures.
