AI Contract Overview
Tualatin Valley Water District is seeking statements of qualifications from professional firms to provide on-call technical support for the Willamette Water Supply System. The requested services focus on advisory support, troubleshooting, and system performance for water treatment, pumping, and transmission during the startup and early operational phases. Proposers can apply for Treatment and Pumping Support, Transmission System Support, or both. The District intends to award three umbrella contracts per category to qualified consultants, though these contracts do not guarantee a specific volume of work. Interested firms must submit their qualifications via Bid Locker by 2:00 p.m. on November 19, 2026. Due to the sensitive nature of the system information, applicants must complete a two-part registration process involving a Confidentiality Agreement and a specific Non-Disclosure Agreement before accessing solicitation documents. An optional pre-proposal conference is scheduled for October 29, 2026. Late submissions or those sent via email, fax, or hard copy will not be accepted.

Full Description
Proposers may submit an SOQ for one or both categories of service: (1) Treatment and Pumping Support and (2) Transmission System Support. The District anticipates awarding three Umbrella Contracts to qualified consultants in each category, but reserves the right to award more or fewer at its sole discretion. Award of an Umbrella Contract does not guarantee work.
Technical information included with the RSOQ documents contains sensitive system information and requires a two-part registration and approval process. Interested parties are encouraged to initiate this process prior to the pre-proposal conference to ensure timely access to the RSOQ documents.
To access the RSOQ documents, interested parties must first register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Registration with Bid Locker requires uploading of a correctly completed Confidentiality Agreement, which is available through the registration process.
Interested parties must request the solicitation documents on Bid Locker and sign an RSOQ-specific Non-Disclosure Agreement (NDA) specific to the RSOQ, which may be requested by emailing contact@example.gov.
RSOQ documents may also be obtained in electronic or hard copy format by contacting Megan Verdoorn at Plan Center Northwest, PO Box 2486, Clackamas, OR 97015, +1 (555) 000-0000, contact@example.gov, www.plancenternw.com upon signature of the NDA. If a potential proposer obtains the RSOQ from Plan Center Northwest, the proposer is still responsible for registering with Bid Locker to submit their SOQ. Proposers are advised to ensure that their Bid Locker District vendor profile is active and approved a minimum of three business days prior to the SOQ Deadline to prevent any issues with submitting and SOQ on time.
Proposers will be notified via email when addenda are published. It is the Proposer's responsibility to obtain all addenda. If the RSOQ was downloaded from Bid Locker, there will be a link for addenda provided in the automated email.
The District strongly encourages potential Proposers to attend the optional pre-SOQ conference scheduled for October 29, 2026, at 2:00 p.m. Pacific Time (PT). Proposers may attend in person at the District Headquarters (1850 SW 170th Avenue, Beaverton, OR 97003) or virtually via Microsoft Teams. Proposers who wish to attend virtually must email Janet Fleshman at contact@example.gov by 3:00 p.m. local time on October 28, 2026, to receive a calendar invitation. Include all attendees’ names, email addresses, and the company they are representing. District staff will provide general information regarding the District’s on-call approach, the SOQ submission process, how categories of services will be evaluated, and will allow time for a question-and-answer session.
Late SOQs, SOQs received by email, fax, or in hard copy will not be accepted or considered. SOQs will not be publicly opened. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement for this work.
The District reserves the right to cancel this RSOQ, reject any and all SOQs not in compliance with prescribed public contracting procedures and requirements, including Proposer responsibility under ORS 279C.375(3)(b), and may reject for good cause any and all proposals upon the District’s finding that it is in the District’s or the public’s best interest to do so. District reserves the right to waive informalities and to negotiate contracts with the highest-scoring Proposers.
Proposers are responsible for all costs associated with preparing an SOQ.
