Solicitation 12443926Q0170 is a total small business set-aside for tree removal services at the Fullerton Lake Recreation Area within the Calcasieu Ranger District of the Kisatchie National Forest in Pineville, Louisiana. The contractor is required to provide all labor, equipment, supervision, and transportation to identify, fell, remove, and dispose of hazard trees—defined as those 6 inches in diameter or larger that are dead or structurally compromised—across approximately 75 acres. The scope of work includes limbing, bucking, stump grinding within the campground footprint, and mastication in designated areas, with all woody debris 4 inches or larger hauled to a gravel pit located roughly 10.3 miles from the site. All operations must adhere to ANSI Z133 and OSHA safety standards. The anticipated award is a firm fixed price purchase order with a 60-day period of performance from the notice to proceed, scheduled between September 28, 2026, and November 28, 2026. To be eligible, the contractor must provide a project manager and an arborist who is ISA Certified and licensed by the Louisiana Agriculture and Forestry department, while all sawyers must hold current OSHA-compliant First Aid and CPR certifications. Evaluation is based on the most technically advantageous solution, considering the technical approach, key personnel qualifications, and past performance, followed by a price reasonableness determination. Final acceptance is contingent upon a field inspection confirming zero remaining hazard trees and the proper restoration of any damaged government property.
