Tres Piedras Waterline Replacement

The Carson National Forest, under the U.S. Department of Agriculture’s Forest Service, is seeking a qualified small business contractor to replace the waterline infrastructure connecting the Tres Piedras Well site to the Tres Piedras Ranger District Administrative facilities. The scope includes trenching and installing approximately 10,009 feet of 2-inch HDPE water line at a minimum four-foot burial depth, along with installing shutoff valves, air release valves, fire and yard hydrants, HDPE fittings, PVC caps, and a 170-square-foot concrete block utility building, while demolishing and removing existing hydrants. The project must comply with specific construction specifications under CSI divisions 02, 03, 04, 05, 06, 07, 10, 16, and 18, and adhere to standards for excavation, backfill, compaction, concrete work, and water system disinfection per AWWA guidelines. The work is governed by a firm-fixed price contract under NAICS code 237110 with a total set-aside for small businesses, requiring full compliance with the Buy American Act and prevailing wage rates as outlined in the applicable wage determination. The contractor must submit a detailed technical proposal, past performance documentation, and a complete Schedule of Items, all in PDF format, alongside an electronically signed SF 1442 and SAM UEI verification.
