Full Description

The California Strategic Growth Council (SGC) is a cabinet-level council under the umbrella of the Governor¿s Office of Planning and Research (OPR) that coordinates multiple programs related to the intersection of climate, land-use, technical assistance, and housing.
The Tribal Capacity Building Pilot Program expands on SGC¿s Community Assistance for Climate Equity program mission to support under-resourced communities in establishing long-term capacity to plan for and pursue funding to address climate change. Unique considerations, including California Native American tribes¿ sovereign status and the historical relationship between the State of California and tribes, necessitate a dedicated program that is specifically tailored to tribes.
The pilot program is exclusive to all California Native American tribes listed on the Native American Heritage Commission (NAHC) Contact List, including federally recognized and non-federally recognized tribes. An application review panel will select tribes to award grants to through a competitive process that will be specified in a forthcoming Notice of Funding Availability (NOFA).
NOTE: The Proposer must be a Non-Profit recognized by the IRS as 501(c)(3) exempt (academic institutions, including University of California/California State University, are also eligible as long as they fulfill this criteria) or a tribal government in order to qualify to submit a proposal for this solicitation. Subcontractors can be any type of organization, as long as the Proposer¿s Technical Assistance Team meets the minimum qualifications specified in this RFQ SGC23119 ATTACHMENT 1.
