The USMC Regional Contracting Office – National Capital Region at Quantico Marine Corps Base intends to award a sole source contract to Troux Technologies, Inc. for Troux Perpetual Software Licenses and Maintenance under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 for other than full and open competition. The contract will cover a base year plus four option years, supporting the Marine Corps Enterprise Architecture Portal (MCEAP), which relies on Troux software as its foundational platform. MCEAP functions as a comprehensive data repository and visualization tool essential for IT investment tracking, portfolio management, and supporting the Information Technology Steering Group’s decision-making regarding IT procurement and development. The proprietary nature of the Troux Navigator and Troux Insight software means no other vendor can supply the necessary software updates, patches, or help desk support. Switching to an alternative vendor would necessitate acquiring different software and conducting extensive user training, leading to significant productivity losses. Annual maintenance support is exclusively available through Troux Technologies. While this notice is not a solicitation for competitive quotes, firms capable of meeting the requirement may submit capability statements for consideration by the Government. Responses must be emailed to the Contracting Officer, John Martin, by 4:00 pm Eastern Time on June 17, 2013; late submissions will not be considered.

Full Description

This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition – one responsible source. The applicable NAICS Code is 334614. The USMC Regional Contracting Office – National Capital Region (RCO-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to Troux Technologies, Inc. for Troux Perpetual Software Licenses and Maintenance. The period of performance is for a base year and four option years. The Troux software is the underlying foundation for, and operates the Marine Corps Enterprise Architecture Portal (MCEAP). MCEAP provides an overarching picture of the Marine Corps Enterprise through the presentation of fused and synthesized Marine Corps Information and serves as data repository, visualization, business intelligence analysis and reporting tools. MCEAP is the primary system used to collect Information Technology (IT) investment data on IT systems, initiatives, and programs and their respective relationships to systems, data, and Marine Corps activities and operations. Visualization of these data is used to enable portfolio management and inform the Information Technology Steering Group (ITSG) in order to support IT procurement and development. The Troux Navigator and Troux Insight are proprietary. As a result, no other vendor can provide the software updates, patches, or help desk support. Any other source will require the procurement of a different type of software and extensive training to meet MCEAP requirements resulting in significant lost productivity costs and time required for users to build back up to the proficiency levels already attained with the current software. The annual maintenance support for Troux Navigator and Troux Insight software licenses can only be offered by Troux. This notice of intent is not a request for competitive quotes, however a firm that believes it can meet the requirement shall provide a capability statement to the Contracting Officer. Capability statements, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Responses shall be emailed to Mr. John Martin, Contracting Officer, at contact@example.gov. Closing date for responses is no later than 4:00 pm Eastern Time, 17 June 2013. Late responses will not be considered.

Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
