The Government is issuing this Sources Sought announcement as part of market research in accordance with FAR RFO 15.101(a) to determine industry’s capability for the procurement of services and material support required to maintain operational condition of various Government Owned Vehicles (GOV), Non-Tactical Vehicles (NTV), and Government Furnished Equipment (GFE).  The service support for the GOVs, NTVs & GFEs include performance of annual maintenance as recommended by the Original Equipment Manufacturer (OEM), with emphasis on the electrical, breaking, and structure elements. 


The GOV require preventative maintenance checks and services for Mine-Resistant Ambush Protected (MRAP) military vehicles. Maintenance technicians should have similar qualifications to an Army MOS 91B (Wheeled Vehicle Mechanic). Contractors may obtain the Automotive Service Excellence certification standards via the internet at https://www.cool.osd.mil/army/moc/index.html?moc=91b&tab=cred.


Maintenance should be performed as prescribed by the following service variant’s technical manuals: 9-2320-387-10, 9-2355-106-10 and 10001624.


MRAP specifications vary by vehicle type/model, but generally include:


Height 159” (13 ½ feet)


Length 260” (21 ¾ feet)


Width 120” (10 feet)


Weight 54,000 lbs.


Fuel Diesel/ 70 gallons. USE DF-1 or DF-2 only. 


The NTV include a variety of trailers (gooseneck, flatbed utility, and boxed/enclosed trailers with a max curb weight of 10,000lbs), all-terrain vehicles (ATV), and side-by-side “Polaris” style vehicles. None of the GOVs or NTVs are electric vehicles.


Tire/wheel service, repair, and replacement for GOV & NTV shall be provided by the vendor at both local and remote locations.  Local is defined within 100 miles of NSWC CRANE.   In Remote Support cases (outside of 100 miles from NSWC CRANE), the vendor will coordinate the tire & wheel service with an accredited tire/wheel service provider in the vicinity of the GOV or NTV to meet the Government’s service completion timeline requirements. The Government will provide transportation of the GOV or NTV to and from the vendor location, except in remote service cases.


Any maintenance or material support requirement not considered part of annual or preventive maintenance should be submitted as a separate quote for evaluation by the government sponsor.


HVAC support service that is not part of the OEM’s recommended maintenance, will be performed after government agreement of a vendor’s separate quote.


GFE support for the installed/mounted equipment is required for local and remote locations, and includes but is not limited to:


Small engine support for generators ranging from 2kw to 26kW.


            Antenna mounts and hoist systems.


            Trailer leveling components.


Internal electrical wiring connected to installed GFE (Electronic) is not expected to be supported.


At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This Sources Sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
