AI Contract Overview
This contract involves the transportation of processed venison across Minnesota to support food bank distribution, with the contractor responsible for pickup, delivery, and maintaining proper refrigeration conditions. The contractor will utilize refrigerated vehicles, either semi-trailers or 26-foot box trucks, to collect venison from designated meat processors, deliver it to JCK Inspection for x-ray screening, and subsequently distribute it to approximately five food banks throughout the state. The process is coordinated annually, with specific pickup and delivery windows set for December each year, and the contract period spans from August 1, 2025, to July 31, 2027, with potential extensions up to three additional years. The estimated annual value ranges from $17,000 to $25,000, though actual quantities and payments are based on estimated needs. The procurement process emphasizes strict compliance with submission deadlines, mandatory documentation, and adherence to specified scope and safety standards. Responses must be submitted exclusively online via the SWIFT Supplier Portal by July 3, 2025, with no acceptance of faxed or non-electronic responses. The evaluation process involves a three-phase review: initial responsiveness and mandatory requirements, scoring based on acceptance of terms, subcontractor use, sustainability practices, and cost, culminating in selecting the best value responder. The scope includes detailed logistical planning, recordkeeping, temperature management, and coordination with the Department of Agriculture, which oversees inspection and acceptance at the x-ray screening facility. Responders are required to provide comprehensive documentation, including pricing, insurance, refrigeration equipment details, and sustainability practices, to ensure compliance with food safety and contractual standards.
