Solicitation # AFCEC26R0003RFLP
The Department of the Air Force is soliciting proposals for an Enhanced Use Lease (EUL) project at Davis-Monthan Air Force Base in Tucson, Arizona. This non-FAR real estate transaction involves a long-term sublease of approximately 500 acres of land, currently held by the Government under a Master Lease with the City of Tucson. The objective is to select one or more lessees to finance, develop, and operate private commercial improvements on the property. While the current Master Lease expires on June 30, 2052, the Government intends to extend it to allow for sublease terms of up to 50 years with potential for further renewal. A mandatory requirement of the project is the relocation and construction of a new Combat Arms Training and Maintenance (CATM) facility. This facility must include two 50-meter small arms ranges for 5.56mm and 9mm training, one 800-meter range for 7.62mm training, and a 10,000 square foot administrative and classroom building. Lessees are responsible for all development costs, including the relocation of installation boundary fencing and the provision of payment and performance bonds. The project must comply with Davis-Bacon wage standards, the Buy American Act, and specific environmental land use controls. The Government will utilize a best-value proposal selection strategy, evaluating offerors based on their project description, return to the Government, organizational experience, and project plan. Proposals are due by November 2, 2026, and must include a financial pro forma in Excel and a narrative limited to 40 pages. Selected lessees must maintain comprehensive insurance coverage and employ a Government-approved independent construction consultant to certify that all work meets applicable federal, state, and local codes.

AI Contract Overview

The Transportation Security Administration intends to enter into a sole source lease agreement with the Kent County Department of Aeronautics for space at the Gerald Ford International Airport in Grand Rapids, Michigan. This follow-on effort covers a total of 3,393 square feet, divided between Terminal 2 Concourse and Concourse B, which are utilized for administrative tasks, training, and staff break rooms. Because these functions are directly tied to passenger screening operations, the agency has determined that the space must be located on airport property, making the Kent County Department of Aeronautics the only viable source. The contract structure consists of a five year period of performance, comprising one initial 12 month base period followed by four 12 month option periods. As this is a sole source procurement under FAR 6.302-1, the TSA will negotiate directly with the lessor and will not accept outside proposals. This arrangement ensures the continuity of civil aviation security functions that the TSA has maintained at this location since 2002.

In accordance with FAR 6.302-1 (41 U.S.C. 253 (c)(1)), only one responsible source and no other supplies or services will satisfy agency requirements. TSA employs more than 45,000 security screeners and provides guidance and training to flight crews for dealing with threats on board aircraft. Since February 17, 2002, TSA has been responsible for civil aviation security functions. These spaces are used for training, administrative and break room purposes by TSA staff.
