TSCA Lab Analysis

The Department of Defense, through the W6QM MICC-Ft Knox, is seeking sources for a firm fixed price nonpersonal services contract to provide laboratory analysis for asbestos, lead, and mold samples at Fort Knox, Kentucky. This requirement supports the installation's TSCA Management Plan and must be executed in accordance with the National Environmental Policy Act and Fort Knox's Resource Conservation and Recovery Act permit. The scope includes the analysis of up to 1,200 asbestos bulk samples, 100 mold spore traps, 100 mold surface samples, and 10 lead wipe samples annually, utilizing specific EPA and OSHA protocols. The contractor is responsible for providing all necessary sampling materials, such as micro air cassettes and shipping containers, and must manage the transport of samples from Fort Knox to the contractor's facility. This opportunity is intended as a small business set-aside, provided there is sufficient competition from qualified small businesses. Key personnel requirements include a Senior Account Manager, Senior Laboratory Technician, Contract Manager, and Billing Clerk. Performance will be monitored via a Quality Assurance Surveillance Plan, and all invoicing must be processed through the Wide Area Work Flow database. Analytical results are required in electronic PDF format, accompanied by monthly testing reports and signed chains of custody. As this is currently a sources sought notice, the government is not yet accepting formal bids or proposals.
