Tularcitos Creek Downstream North Hillview Drive Levee Repair

The Tularcitos Creek Downstream North Hillview Drive Levee Repair Project, managed by the Santa Clara Valley Water District, focuses on repairing approximately 2,932 linear feet of the west bank levee in Milpitas, California. The project aims to address erosion and damage caused by rodent burrowing to protect public safety and property. Reconstruction will utilize SMP-2 Method 1A, which involves installing a buried rock buttress to stabilize the channel embankment and provide a stable foundation over saturated soils. The scope of work includes dewatering, the installation and removal of two temporary access ramps, and bank stabilization, with a total temporary disturbance area of approximately 2.7 acres. A key objective is to restore the levee to design elevation to support a Letter of Map Revision and achieve FEMA accreditation. Construction is anticipated to take place from summer to fall 2027. The project is subject to strict environmental compliance under CEQA and NEPA, with specific requirements for equipment emissions. Contractors must use diesel engines meeting U.S. EPA Tier 4 Final standards and CARB-certified Level 3 filters for equipment over 50 horsepower, and haul trucks must be 2010 model year or newer. Additional mandates include the use of electric or alternative-fueled equipment where feasible, strict hazardous material containment protocols, and the performance of nesting bird surveys by a qualified biologist. The project also requires rigorous dust control measures and the submission of all equipment specifications for agency confirmation prior to the start of construction.
