Tuolumne River Regional Park Gateway Precise Plan

The Tuolumne River Regional Park Gateway Precise Plan, managed by the City of Modesto, involves the River Overlook Project located on the right bank of the Tuolumne River in Modesto, California. This project is situated within a Central Valley Flood Protection Board Designated Floodway and is governed by Permit No. 20076 under California Code of Regulations, Title 23, Article 3, Section 6. The scope of work includes the installation of a 171-foot elevated boardwalk supported by 16-inch diameter concrete piles embedded 15 feet deep, a concrete lookout platform with metal railing, and landscaping consisting of nine trees and fine fescue hydroseed. Additionally, the project requires the installation of an irrigation system featuring 476 feet of 3/4-inch drip lines and 260 feet of 1-inch schedule 40 PVC irrigation lines, both set to a minimum depth of 24 inches and equipped with a control box and shut off valve. The project received approval from the Central Valley Flood Protection Board on June 11, 2026, following a Mitigated Negative Declaration under the California Environmental Quality Act. Project management is led by Jason Ortega for the City of Modesto, with technical oversight provided by the Central Valley Flood Protection Board.
