The United States Property Fiscal Office (USPFO) for Mississippi plans to award a sole-source contract to Adacel Systems Incorporated to upgrade the existing Adacel MaxSim Air Traffic Control (ATC) Tower Simulator. This upgrade involves integrating the current version of the MaxSim Radar system, which includes a pseudo pilot and a Flight Strip Printer. The contract is justified as a non-competitive procurement under the authority that only one responsible source exists, given that Adacel is the sole developer of this specific radar simulator compatible with the existing MaxSim ATC Tower Simulator currently used by the 232nd Army Air Operations Brigade and 185th Tactical Air Brigade. Market research conducted in August 2008 confirmed no other products or vendors could fulfill this requirement, and price fairness will be based on previous purchases and GSA schedule analysis. The scope of work includes the delivery, installation, and integration of the MaxSim Radar system at the 232nd AOB, 185th TAB site in Southaven, Mississippi, with all contractor materials and equipment transported to the location. The work is scheduled to begin in September 2008 and conclude by the end of that month. The upgraded MaxSim Radar system offers a highly configurable and realistic training environment with features such as flight progress strip printing, weather effects, sectorization, and multiple display options that enhance procedural air traffic control training. The USPFO will monitor future market developments to potentially open competition if alternative systems become available. Jerri D. Winfield is the Contracting Officer responsible for this procurement.
