All work must comply with environmental regulations and specific licensing requirements, including the involvement of a Licensed Mechanical Engineer in Virginia. The contract will be awarded on a best-value basis, with evaluation focused on compliance with the Statement of Work, pricing, and other unlisted factors, without explicit weighting or adjectival ratings detailed. The place of performance and acceptance will be at the Quantico facility, which requires security clearance and prior visitor access approval. While contract type is implied to be firm-fixed-price, no explicit pricing data or contract value is disclosed in the documents. The solicitation emphasizes strict adherence to submission instructions and DOE facility security protocols, with contractor personnel needing to follow detailed visitor access procedures for entry to the Quantico site.
