The government is seeking to procure a Type 4, Model 448 fire apparatus that will be mounted on a government-provided cab and chassis. The work involves all necessary labor, supervision, tools, materials, and equipment to manufacture and integrate the fire apparatus with the supplied cab and chassis. The contract is set as a total small business set-aside under NAICS code 336211, which covers motor vehicle body manufacturing, with a small business size standard of 1,000 employees. The performance period is 120 days starting from the anticipated contract work commencement around November or December 2010. Award determination will be based solely on price, and the solicitation encourages all responsible small businesses to submit offers. The contract includes specific brand name and brand name or equal requirements for parts, and there is an advisory process allowing small business offerors to submit lists of equivalent brand name parts for review at least 10 days before quotes are due. This step is important to avoid quotes being deemed nonresponsive if unapproved substitutes are proposed at the time of evaluation. Submissions of equivalent parts must be sent either by fax or mail to the designated contact at the Gifford Pinchot National Forest office in Vancouver, WA. The contracting office is managed by the Department of Agriculture’s Pacific Northwest Regional Office based in Portland, OR, with point of contact individuals available to provide assistance. The full solicitation and related documents will be issued as a Request for Quote on the official government contracting website.

The government intends to acquire a type 4, model 448 fire apparatus for mounting on a government furnished cab and chassis. The scope of work may include, but is not limited to, all labor, supervision, tools, materials, and equipment necessary to manufacture and marry the fire apparatus to the government supplied cab and chassis. The period of performance will be 120 days from the start work date, which is expected to be on or around November/December, 2010. The solicitation will be issued as a total small business set-aside. The applicable NAICS code is 336211 - Motor Vehicle Body Manufacturing - and the corresponding small business size standard is 1,000 employees. A Request for Quote (RFQ) will be issued on this web site in the coming weeks. All responsible Small Business sources that submit an offer will be considered. Award will be made on the basis of price. Please note that the specifications for this project will include brand name requirements and brand name or equal requirements. In accordance with FAR 6.303 and 6.304, we have attached a Justification and Approval for Other than Full and Open Competition listing all parts that have such a requirement. In accordance with the advisory multi-step process authorized by FAR 15.202, we invite all interested Small Business parties to submit a list of equivalent brand name parts that they intend to use in fulfilling the requirements specified in this announcement. These lists will be accepted for advisory purposes if submitted at least 10 days prior to the date quotes are due. This time is required so that we may have time to review the suggestions and provide feedback related to their acceptability. You may forgo the opportunity to submit your list for review, but it must still be submitted with your quote. If any part is deemed unacceptable at the time of quote evaluation, your quote will be considered nonresponsive and will not be considered for award. Thus, we encourage interested parties to submit their list of equivalent brand name parts for review prior to the established quote date. The absence of an equivalent brand name part on your quote will be interpreted as a declaration of intent to use the brand name part instead of an equivalent part. All submissions must be faxed to +1 (555) 000-0000 or mailed to the following address: Gifford Pinchot National Forest ATTN: Eric Wilsey, AQM 10600 NE 51st Circle Vancouver, WA 98682
