U-01-06 Amendment #2 (HD Ranch Biogas Facility)

HD Ranch is seeking Amendment #2 to Use Permit U-01-06 to construct and operate a biogas upgrading and trucking station at its dairy facility located near Dixon in Solano County, California. The project involves the installation of a covered anaerobic digester and a biogas conditioning plant designed to capture biogas from dairy operations and convert it into renewable natural gas for use as transportation fuel. The development will result in approximately 191,000 square feet of ground disturbance across the 621-acre site and includes the installation of essential electrical, control, pressure relief, and leak detection systems. The facility is expected to produce energy exceeding its own consumption and will support an average of one biogas transport truck trip per day. The project is being managed by the Solano County Department of Resource Management, with Travis Kroger serving as the Senior Planner. Environmental reviews have been conducted under CEQA guidelines, resulting in a Mitigated Negative Declaration which concludes that significant environmental effects can be avoided through specific mitigation measures. The project adheres to the California Green Building Standards Code, Title 24 of the California Code of Regulations, and state policies including SB 100 and Executive Order B-55-18. A public review period was established from September 11 to October 11, 2026, to gather community input before the final adoption of the permit amendment.
