The contractor is responsible for delivering all necessary resources including labor, equipment, training facilities, tools, materials, and supervision required to conduct classroom, trainer, and simulator training across several courses. Additionally, a UC-12 aircraft will be used for pre-flight inspection training but not for flight training. The simulator must provide realistic flight characteristics and be equipped with a wide visual field and a detailed visual database that supports a range of flight operations and emergency procedures. Training courses must be conducted at a flight-training center with demonstrated C-12 military pilot training experience, and all instructor pilots provided by the contractor must have relevant military C-12 instructor experience. The contractor is required to submit government-approved syllabi for each course, and courses must be compliant with UC-12 NATOPS and approved syllabi standards. The contract is anticipated to be a commercial, firm-fixed-price requirements contract with an initial 29-month base period and two twelve-month options plus one seven-month option, totaling five years of potential performance from April 2006 through April 2011. The services will be procured through full and open competition under FAR guidelines, and the incumbent contractor is Flight Safety International, Inc.
