The Department of National Defence is seeking a qualified provider for Advanced Homemade Explosives (HME) Level 3 training support services for Canadian Armed Forces personnel. This five-year contract, established on an as-and-when-required basis, aims to qualify IEDD operators as HME Operators and On-Scene Commanders. The successful contractor must provide a suitable location for both training and disposal, specifically an explosive range, located within Canada or the contiguous United States. Each training course will last between 8 and 16 days for 6 to 15 students, requiring a strict student-to-instructor ratio of 2:1 during high-risk activities such as manufacturing and destruction. Expanding Capacity of Maryland Accredited Community Health Worker Certification Training Programs to Recruit and Train Maryland CHWs
Solicitation # BPM059395
The Maryland Department of Health's Office of Population Health Improvement is issuing solicitation BPM059395 to expand the number of trained and certified Community Health Workers (CHWs) in Maryland. This firm fixed price grant is available to MDH-accredited training programs that are either local or state government agencies, public colleges, state universities, or 501(c)(3) nonprofit social organizations. Awardees must maintain an operational office within Maryland and are required to recruit and train at least five Maryland-based CHWs per organization at no cost to the students. Applications must be submitted via eMMA by November 11, 2026, and divided into two volumes: a Project Narrative and a Budget Justification. AI Contract Overview

The Department of Defense intends to award solicitation W914NS-04-R-9025 to US Investigative Service on a sole source basis. The contract covers the period from September 10, 2004, through September 9, 2005, and requires the provision of training and force protection for phase II Emergency Response Unit students at the Counter Terrorism Special Operation Training Facility in Baghdad, Iraq. This action is justified under the authority that only one responsible source can satisfy the agency needs, specifically to maintain continuity with the phase I training and dignitary protection services already being provided by USIS. By consolidating these services under a single contractor, the government aims to ensure coherence in training and avoid the lethal risks associated with dual command and control in force protection coordination. This sole source agreement is designed to align with the expiration of the existing phase I contract. Once this period concludes, the entire program encompassing phase I and phase II ERU and dignitary protection services will be re-solicited through a full and open competition process.

The Government is contemplating contract award of solicitation W914NS-04-R-9025 on a sole source basis to US Investigative Service (USIS). The cited authority for this contemplated action is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Needs. The contemplated period of performance is 10 September 2004 through 09 September 2005. The requirements of the solicitation are to provide training and force protection for phase II Emergency Response Unit (ERU) Training students at the Counter Terrorism Special Operation Training Facility (CTSOF), Baghdad, Iraq. USIS is currently performing both training and force protection under DFI contract DABV01-04-C-0083, for phase I ERU students as well as dignitary protection students at the CTSOF. This DFI contract has a period of performance for phase I ERU and dignitary protection training and force protection until 09 September 2005. To maintain the continuity and coherence of the ERU training it is considered to be in the in the Government's best interest to have one contractor responsible for all ERU training. Additionally, Force Protection for ERU phase II is also considered to be in the Government's best interest to obtain from one source in order to avoid potentially lethal issues of dual command and control and force protection coordination. This contemplated sole source contract to USIS will be coordinated to end at the same time as the phase I ERU and dignitary protection services and force protection DFI contract, awarded to USIS in a full and open competition environment. At such time, the entire Counter Terrorism-Special Operations training and force protection program, inclusive of phase I ERU, phase II ERU and dignitary protection training services and force protection will be re-solicited as full and open competition.
