The Fleet and Industrial Supply Center (FISC) Norfolk, Detachment, Philadelphia intends to modify existing contracts N00140-98-C-G302 and N00140-98-D-G303 with San Diego City College, San Diego, CA, in order to allow for an additional six (6) months, plus three one month option periods of Education and Training Services, which include curriculum maintenance, curriculum development, and instruction to support the Naval Technical Training Center, San Diego, CA beginning 01 January 2003 and ending 30 September 2003 if all options are exercised. This action is required in order to provide continuity of services before a follow-on contract can be placed. Services will be required for courses in the areas of Mess Management, Instructor Training, Air Conditioning and Refrigeration, Electrical, Engineering, Force Protection, and Electronics. San Diego City College is considered the only supplier of these services at this time, as they are the only company, which can support the immediate needs of the government without a costly start-up period. This contract is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after the date of publication of this synopsis will be considered by the government. Information received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government.
