The Department of Veterans Affairs (VA), through its SAO East Program Office in Denver, Colorado, intends to award a sole source, firm-fixed price contract to the National Board of Medical Examiners (NBME) to support an expedited development project focused on military health and veteran-related content for the United States Medical Licensing Examination (USMLE). This contract, under NAICS code 611710 for Educational Support Services, will enable NBME to establish two task forces, each comprising 10 to 12 experts, to develop test questions addressing psychological and physical health issues affecting Veterans, returning servicemen and women, and their families. Key subject areas include traumatic brain injury, blast injuries, PTSD and other psychiatric conditions, substance abuse, and infectious diseases prevalent among military personnel returning from deployments, particularly from western Asia. In addition to contributing to the USMLE exams, the project involves creating a dedicated medical school subject examination focused on these topics. The VA has identified NBME as the only viable source to meet this specialized requirement, citing the proprietary nature of the materials. Although this notice serves primarily to inform and is not a solicitation for competitive bids, other interested parties are invited to submit concise technical data to demonstrate their capabilities to overcome proprietary information, though no government compensation will be provided for such submissions. The contract references provisions consistent with FAR Parts 12 and 13 and follows regulations effective as of 2013. Questions related to this contract may be directed to the designated contracting officer, underscoring the VA's commitment to developing licensing materials that accurately reflect the unique health challenges faced by military-related populations.
