The contract outlines the provision of a three-day Operational Emergency Medicine Skill Course specifically designed for 68W medical personnel. The vendor must meet stringent accreditation requirements, including USDA licensure as a research and training organization, certification by the Department of Defense Veterinary Services Activity, and accreditation by AAALAC International, underscoring the sensitive nature of the training. The course aims to enhance the learners' ability to manage battlefield injuries, provide extended care in austere environments, and sustain life during prolonged operations without higher medical support. Training incorporates current Tactical Combat Casualty Care (TCCC) guidelines and lessons learned from recent combat experience, supported by realistic battlefield simulation effects such as sound and OSHA-approved smoke. The vendor is responsible for supplying all necessary medical training materials, audiovisual support, and printed course handouts. Didactic lessons cover a wide range of critical topics like hemorrhage control, airway and respiratory management, casualty assessment, blast and burn injuries, and vehicle extrication, reinforced through mini-labs. The final day emphasizes scenario-based field training with day and night evolutions that simulate real combat conditions through special effects and casualty scenarios, integrating care under fire, tactical field care, and casualty evacuation procedures. Quality assurance measures include daily student critiques reviewed by unit leadership and a remediation system to ensure all key training objectives are met. This comprehensive approach is designed to ensure the readiness and competence of the 68W medical personnel under demanding battlefield conditions.
