AI Contract Overview

The contract is a sole source award under the authority of the Federal Acquisition Regulation Part 6.302-2, driven by unusual and compelling urgency with no other suppliers capable of meeting the agency's requirements. It involves services related to the Military Javelin Parachute System (MJN-1), for which Complete Parachute Solutions, Inc. (CPS) is the exclusive manufacturer, retailer, and vendor certifier. The unique complexity and limited timeframe for script development and site surveys necessitate CPS’s involvement, as they are solely qualified to train riggers, instructors, and jumpers on the system. This training is critical for candidates in the Reconnaissance Training Course who require specialized jump profiles involving night vision, body armor, and tactical high altitude-high opening operations that CPS is uniquely positioned to deliver safely and effectively. The awarding office is the Mission Installation Contracting Command at Fort Benning, Georgia, and the contract is intended to be awarded without competitive proposals to CPS located in DeLand, Florida. Interested parties were invited to express interest by specific deadlines, though the government retains discretion over whether to engage in competitive procurement based on these responses. The contract supports essential military training operations requiring strict adherence to operational, rigging, and inspection specifications unique to the MJN-1 parachute system, emphasizing timely and specialized transition training critical to operational safety and effectiveness.

a. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source set forth in Federal Acquisition Regulation Part 6.302-2, Unusual and compelling urgency and no other supplies or services will satisfy the agency requirement; due to the limited time for script development, unique scope complexity, and available time to conduct site surveys in the exercise cities. Complete Parachute Solutions is the sole manufacturer, retailer, and vendor certifier for the Military Javelin Parachute System (MJN-1). All riggers, instructors and jumpers can only be trained on the use of this parachute system through CPS. Half of the candidates in the Reconnaissance Training Course (RTC) receive their basic free fall qualification on the MC-4 and do not receive jump training with night vision devices, body armor or tactical high altitude-high opening operations with the MJN-1. The first time they are exposed to these jump profiles is at AFF. Due to safety considerations, CPS is only vendor that can successfully transition these candidates in a timely fashion and cover the operational, rigging and inspection specifications for the MJN-1. The Mission Installation Contracting Command - Fort Benning GA, intends to make an award to Complete Parachute Solutions, Inc. 1320 E. International Speedway Blvd. Suite 1 DeLand, FL 32724. Interested parties may email contact@example.gov no later than 28 June 2013, 12 p.m. EST. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-2. Interested persons may identify their interest and capability to respond to the requirement prior to 4 Mar 2013, 4 p.m. EST. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received is considered solely for the purpose of determining whether to conduct a competitive procurement. (PLEASE SEE ATTCAHED PWS)
