Solicitation # M6710026Q0007
Solicitation M67001-27-Q-0007 is a request for quotes for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide Non-Tactical Vehicle (NTV) lease support for the II Marine Expeditionary Force (II MEF) within the United States European Command (EUCOM) Area of Responsibility. The requirement covers a three-year ordering period across eight countries: Estonia, Finland, Germany, Latvia, Lithuania, Norway, Poland, and Sweden. The contract has a guaranteed minimum of $100,000 and a ceiling of $2,999,999.99. The scope includes the provision of air-conditioned SUVs, sedans, eight-passenger vans, and light-duty trucks available on daily, weekly, and monthly lease terms. Technical requirements mandate that all vehicles be no more than three years old, carry at least five people, and be equipped with necessary safety gear and winter tires as required by local laws. The contractor must provide a fleet management plan, maintain local insurance for bodily injury and property damage, and ensure a 24/7 hotline with local representative response times under two hours. Inoperable vehicles must be replaced within 24 hours. Award will be based on a best-value trade-off considering price, technical capability—specifically vehicle availability, fleet condition, and delivery logistics—and past performance within the last three years. Deliveries and pickups are coordinated through a Government Technical Representative and verified via joint inspections at military installations, airports, seaports, or train stations.
