The lease is intended to be fully serviced and turnkey, providing 24-hour unrestricted access to the facility, with all utilities, janitorial services, and parking included. The property must support necessary communications infrastructure such as DSL, T1, or satellite connectivity and include direct access to a secondary exterior exit. Adequate, 24-hour lighted parking must be available for government vehicles and private vehicles either on-site or within a four-block radius. The lease term may extend up to five years with termination and potential renewal rights, and the government retains the right to conduct inspections and verify compliance with fire protection, accessibility, and environmental standards prior to occupancy. All offers must comply with strict regulatory and safety requirements, including adherence to state and local building codes for fire sprinkler and alarm systems, two means of egress, and accessibility standards. Properties located within a 100-year floodplain will be disqualifying unless no practicable alternative exists, and compliance with historic preservation regulations under 36 C.F.R.
