U.S. Department of Housing and Urban Development (HUD), Federal Housing Administration (FHA), Electronic Appraisal Delivery (EAD) Portal Support Services Bridge

The U.S. General Services Administration, Assisted Acquisition Service, Region 9, has awarded a non-competitive, fixed-price task order to CounterTrade Products, Inc. of Arvada, Colorado. This bridge contract provides Electronic Appraisal Delivery support services for the U.S. Department of Housing and Urban Development, Federal Housing Administration, ensuring the continuity of current appraisal transactions and portal services. The award was made as a sole-source procurement under the NASA SEWP GWAC to prevent service interruptions while the government pursues a long-term competitive follow-on contract under solicitation ID09180072. The task order allows for a continuation of services for up to one year, with a possible six-month extension in accordance with FAR 52.217-8. The performance period includes a base period starting in October 2018 and optional phase-out periods extending to October 2019 to facilitate a smooth transition to a new vendor. Performance of the contract takes place at the contractor's location, and the action was justified as an exception to fair opportunity pursuant to FAR 16.505(b)(2)(ii)(B).
