The Government intends to award a sole source contract to Norwich University Applied Research Institutes (NUARI). The contract is for development of a graduate level computer-based training (CBT) course on the topic of Culture and Irregular Conflict. Requirement 2483 published under Broad Agency Announcement (BAA) 09-Q-4554 on 10 March 2009 was for an Unconventional Warfare Operating Environment Distance Learning undergraduate course. Following a fair and open competition, the TSWG Training Technology Development (TTD) subgroup subject-matter experts (SMEs) and U.S. Army JFK Special Warfare Center and School SMEs selected NUARI as the best technical solution. NUARI possesses the specific combination of knowledge and course development experience in anthropology and sociology as well as DoD doctrine necessary for developing a similar graduate level course that educates a DoD audience on culture and irregular conflict.
