The contract involves a sole source procurement with Tactical Tracking Operations School Inc. (TTOS), located in Sierra Vista, AZ, to provide specialized remote tactical training facilities and associated services from December 5 to 15, 2011. The training environment includes a Forward Staging Base, multiple ranch and village-style compounds, extensive target sites, various firing ranges with distances up to 3000 meters and high-angle ranges, as well as approximately 2.5 million acres designated for mobility and maneuver training. The facilities also feature multiple airfields, landing zones, drop zones, and over 100 miles of mobility corridors. The unique and specialized nature of the training, combined with the tight timeframe, justifies the sole source approach under FAR authority 13.106-1(b)(1), as TTOS is the only known provider capable of meeting these detailed requirements. This acquisition, falling under NAICS code 611699 with a small business size standard of $7 million, will be awarded using Other Than Full and Open Competition procedures, and is unrestricted in terms of competition. Although this is not a solicitation for competitive offers, firms believing they can meet the requirements may submit written notifications with supporting evidence by November 29, 2011. However, the government reserves the right to proceed with sole source negotiations absent any suitable responses. The contract award will comply with FAR Part 12, regarding the acquisition of commercial items. Questions can be directed to government contacts Kevin Day or June Schiewe at the Department of Defense office in Fort Campbell, Kentucky.
