The Department of Defense (DoD), through the TRICARE Management Activity (TMA), is conducting a market survey to support the development and procurement of a national marketing and education materials program. This program aims to provide uniform marketing and education resources that effectively inform TRICARE beneficiaries and providers about the program’s benefits and policies. The scope encompasses the design, development, and production of these materials both within the continental United States and at specified military installations overseas. This effort is intended to assist the Services and Lead Agents in delivering consistent and culturally appropriate information across diverse populations. This market survey, issued in accordance with Federal Acquisition Regulation Part 10, is not a formal solicitation or request for proposals but rather an information-gathering step to help shape the program requirements. Respondents are asked to provide detailed information about their experience in public relations, marketing, and education campaigns, particularly for nonprofit organizations and managed health care entities. Additional questions focus on language and cultural competency, such as multilingual material development and interpreter credentialing standards. Responses are confidential, must be submitted through the specified TRICARE T-NEX website within 30 days of the release date, and should address each question with rationale. This process will inform the government’s approach to contracting for these critical communication services under the TRICARE umbrella.
