The Department of Veterans Affairs, Wilkes-Barre VA Medical Center, intends to establish a firm-fixed-price purchase order with the American College of Surgeons (ACoS) for the Commission on Cancer (CoC) Accreditation Fee. This accreditation is essential as it denotes adherence to rigorous standards focused on cancer prevention, research, education, and comprehensive quality care from diagnosis through survivorship and end-of-life. The CoC is a unique, consortium-based organization devoted to improving cancer patient outcomes and quality of life, and it is the sole entity authorized to provide this specialized accreditation. The service's exclusive nature means that any hospital seeking this accreditation, including VA facilities, must obtain it directly from the ACoS and pay the associated annual fees. This notice serves to inform interested parties of the government's intent to sole source this contract and is not a solicitation for competitive bids. The decision not to compete this acquisition rests solely with the government. The contract falls under NAICS code 813920 and is managed by the 244-NETWORK Contract Office 4, based in Pittsburgh, PA. The primary point of contact for this acquisition is Contract Specialist Derrick L. Maruski. The contract supports the Wilkes-Barre VA Medical Center located in Pennsylvania and underscores the importance of maintaining accreditation to ensure high standards of cancer care for veterans.

INTENT TO SOLE SOURCE Department of Veterans Affairs, Wilkes-Barre VA Medical Center, hereby gives notice of the Government s intent to establish a firm-fixed-price purchase order with AMERICAN COLLEGE OF SURGEONS, for the Commission on Cancer Accreditation Fee at the Wilkes-Barre VA Medical Center, 1111 E. East End Boulevard, Wilkes-Barre, PA 18711. The American College of Surgeons Commission on Cancer (CoC) is a consortium of professional organizations dedicated to improving survival and quality of life for patients with cancer by setting and raising standards. They promote cancer prevention, research, education, and monitoring of comprehensive quality care. CoC accreditation denotes quality, potentially attracting more patients and providing opportunities for patient engagement. The CoC Standards focus on structure, process, and outcomes and aim to address the full continuum of cancer from prevention to survivorship and end-of-life care while addressing both survival and quality of life. The American College of Surgeons Commission on Cancer is the only institution, nationally or globally, that provides the opportunity for accreditation through membership and participation with them. Due to the idiosyncratic nature of their service, any hospital, VA or civilian, that wishes to obtain accreditation from the ACoS COC must utilize them and pay their annual dues. There is no other commission, board, or any other similar body that provides this type of specialized accreditation. This notice of intent is not a request for competitive quotes and is for information purposes only. A determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.

Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.
