AI Contract Overview
The Department of Veterans Affairs (VA), through the Bay Pines VA Healthcare System, intends to award a sole source firm-fixed-price contract to Cooper Thomas, LLC for provider education services focused on clinical documentation improvement, coding accuracy, regulatory compliance, and electronic health record workflow optimization. The services include structured, specialty-specific training led by physicians, both virtually and optionally in person, as well as the development of customized training materials and ongoing coordination with clinical and compliance teams. This decision is based on the contractor's proven experience and existing relationship with the VA, demonstrated by prior engagements supporting clinical documentation review and provider education under other VA contracts and task orders. The procurement is justified under FAR 13.106-1(b)(1) due to the unique qualifications of Cooper Thomas, LLC to meet the agency's urgent operational needs with specialized, customized educational programs closely aligned with VA standards and workflows. Although this is a notice of intent to sole source rather than a solicitation, other interested parties may submit capability statements by May 27, 2026. However, the government considers Cooper Thomas the most efficient and lowest-risk option due to their established past performance, familiarity with VA electronic health record requirements, and specialized physician-led training capacity. The contracting officer overseeing this requirement is Lakiesha Anderson.
