The Department of Veterans Affairs, through the Network Contracting Office 08, intends to award a sole source firm-fixed-price purchase order to Cooper Thomas, LLC for ongoing provider education services aimed at improving clinical documentation accuracy, coding integrity, regulatory compliance, and EHR workflow optimization at the Bay Pines VA Healthcare System. The requirement, classified under PSC U008 and NAICS 611430, encompasses structured virtual one-hour education sessions, optional in-person physician-led training, customized content based on audit findings and regulatory changes, and the development of training aids and support materials. Market research conducted under FAR Part 10 confirmed that Cooper Thomas, LLC is the only source with demonstrated experience providing these specialized services across multiple VA facilities, including prior work under BPA 36C10G21A0003 and recent task orders supporting medical coding, audits, and provider education throughout various VISNs. The determination for sole sourcing is based on the contractor’s established VA relationships, unique physician-led training approach, ability to tailor content to VA-specific workflows and specialties, operational urgency around documentation compliance, and deep familiarity with VA EHR systems. This procurement is justified under FAR 13.106-1(b)(1) due to the lack of alternative capable sources. Interested parties may submit capability statements by May 27, 2026, at 12:00 PM EST to Lakeisha Anderson, Contracting Officer, including company name and UEI, relevant past performance, physician-led training capability, VA or comparable healthcare experience, and proof of timeline adherence. The services will be performed virtually with potential in-person sessions at Bay Pines, FL, and no physical packaging, delivery, or inspection criteria apply, as all deliverables are service and content-based. No contract value is disclosed, and there are no specified payment, invoicing, or accounting details provided. The notice is informational only, with no obligation imposed on the government, and no costs will be reimbursed for response preparation.
