Description
The Department of Veterans Affairs (VA), Bay Pines VA Healthcare System (BPVAHCS), intends to award a sole source firm-fixed-price purchase order to:
Cooper Thomas, LLC 634 Alpha Drive, Suite 100 Pittsburgh, PA 15238 UEI: H5SKYKTMDMS6
for Provider Education Services supporting clinical documentation improvement, provider education, and specialty-focused physician-led training.
This procurement is being conducted under the authority of FAR 13.106-1(b)(1), Soliciting from a Single Source, as only one source is reasonably available to satisfy the agency s requirements within the required timeframe.
Requirement Description
BPVAHCS requires ongoing provider education services to improve clinical documentation accuracy, coding integrity, regulatory compliance, and EHR workflow optimization. Services include:
Structured provider education and training; Specialty-specific documentation instruction; Customized training content based on audit findings and regulatory changes; Virtual and in-person physician-led educational sessions; Coordination with clinical leadership, informatics, and compliance personnel; and Development of training aids, examples, and provider support materials.
The requirement includes both:
Virtual one-hour provider education sessions; and Optional in-person physician-led training sessions.
Market research conducted in accordance with FAR Part 10 determined that Cooper Thomas, LLC possesses demonstrated experience and established past performance providing clinical documentation improvement, coding, audit, and provider education services throughout the Department of Veterans Affairs.
Research identified:
Prior Bay Pines requirements for clinical documentation review and provider support; Existing VA-wide utilization of Cooper Thomas under BPA 36C10G21A0003; Recent task orders supporting medical coding, audit, and training services across multiple VISNs; and Continued agency reliance on Cooper Thomas for documentation-related healthcare education services.
The Government determined that award to Cooper Thomas, LLC represents the most efficient and lowest-risk procurement approach due to:
Existing VA experience with the contractor; Specialized physician-led documentation training capability; Ability to customize training to VA workflows and specialty needs; Operational urgency associated with provider documentation compliance; and The contractor s demonstrated familiarity with VA EHR documentation requirements.
