This is a combined synopsis/solicitation for commercial items prepared in accordance with the Revolutionary FAR Overhaul (RFO) Part 12, issued August 14, 2025 (Updated April 20, 2026). This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) number 36C24826Q1270 for Biofeedback HRV Training for the VA Caribbean Healthcare System (VACHS) located in San Juan, Puerto Rico. This acquisition is a small business set-aside. The associated North American Industry Classification System (NAICS) code for this procurement is 611430 Professional and Management Development, with a small business size standard of $15.0 million. The PSC is U099, Education/Training General. The contract period of performance is expected to be from the date of award to June 25, 2027. The Government intends to negotiate and award a single Firm Fixed Price (FFP) contract under the authority of RFO Part 12. The offeror shall submit a PDF version of the quote to the Government. Late submissions shall be treated in accordance with the solicitation provision at RFO 52.212-1(c). Omission of any one item MAY result in an offeror quote package being deemed ineligible for award.
