NOTICE OF INTENT TO SOLE SOURCE

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 05, intends to award a sole source contract to the National Quality Forum (NQF) for continued membership services.
The VA requires NQF membership to support VHA s participation in national voluntary consensus healthcare quality standards development. NQF is the only organization recognized under the National Technology Transfer and Advancement Act (PL 104 113) and OMB Circular A 119 as the national voluntary consensus standards setting body for healthcare quality. NQF s proprietary membership benefits, including participation in members only committees, specialized programming in quality measurement, and exclusive access to NQF MemberConnect, are available solely and directly through NQF. No resellers or alternative organizations exist that can provide comparable access or services.
PROCUREMENT DETAILS:
Type of Action: Sole Source Authority: In accordance with FAR 6.302 1, this procurement is justified as a sole source because no other vendor can provide the specialized services, access, collaboration opportunities, or national standards setting involvement offered by NQF Contract Type: Firm Fixed Price Period of Performance: Base year plus four (4) option years (through September 30, 2032) Estimated Value: Not to exceed $19,700 for the base year and $98,500 total for all periods.
