The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 05, intends to award a sole source contract to the National Quality Forum (NQF) for continued membership services.
The VA requires NQF membership to support VHA s participation in national voluntary consensus healthcare quality standards development. NQF is the only organization recognized under the National Technology Transfer and Advancement Act (PL 104 113) and OMB Circular A 119 as the national voluntary consensus standards setting body for healthcare quality. NQF s proprietary membership benefits, including participation in members only committees, specialized programming in quality measurement, and exclusive access to NQF MemberConnect, are available solely and directly through NQF. No resellers or alternative organizations exist that can provide comparable access or services.

The Government will not reimburse costs for any submission. Responses received will be evaluated solely for purposes of determining whether to conduct a competitive procurement. If no responses are received, the VA will proceed with awarding a sole source contract to NQF.
