The Department of Health and Human Services, through the Office of Refugee Resettlement, awarded a sole-source letter contract for the provision of limited legal services to Unaccompanied Children (UAC) across the United States. This national sector model requires attorneys to provide direct representation and presentations regarding legal rights, identify viable forms of legal relief, and ensure continuity of services for children in government custody. The goal is to integrate these legal services with existing wraparound care provided by the Administration for Children and Families. Awarded as a non-competitive bridge contract under FAR 16.603, this agreement was designed to prevent service gaps while the government conducted a full competitive acquisition process. The period of performance consists of a six-month base period running from March 30, 2021, to October 29, 2021, followed by a six-month option period ending March 29, 2022. This structure allowed the agency to manage the scalability and geographic challenges associated with fluctuating UAC populations while planning for a long-term competitive solicitation.
