The University of Georgia’s PDRC Diagnostic Lab is seeking to establish a contract with a qualified supplier to provide a cloud-based Laboratory Information Management System (LIMS) through an electronic Request for Proposals process. The goal is to procure a Software as a Service (SaaS) solution tailored for laboratory data management, specifically designed to handle multiple animal samples and case types efficiently, with customization capabilities beyond standard out-of-the-box solutions. The contract will initially be awarded for two years, with the possibility of three subsequent annual renewals, allowing sufficient time for system design, implementation, and long-term use. Respondents must submit a detailed Statement of Work, including a timeline for installation, system specifications, and a separate cost worksheet outlining pricing, with all responses submitted electronically via the Team Georgia Marketplace. The procurement process emphasizes responsible and responsive supplier selection, with the highest scoring proposal contingent upon mutual agreement on terms and conditions. All questions related to the solicitation must be directed through the designated Q&A tool within the same platform. The contract size is estimated between $500,000 and $2,000,000, and the project is managed by the Georgia Board of Regents, with Ryan Dekle serving as the primary contact. The solicitation aims to ensure the selected LIMS system meets the lab’s specific needs for ease of data entry, results reporting, and retrieval across diverse sample types, supporting the university’s diagnostic operations in Georgia.

Full Description

Purpose of Procurement Pursuant to the State Purchasing Act (Official Code of Georgia Annotated 50-5-50 et seq.), this electronic Request for Proposals (eRFP) is being issued to establish a contract with a qualified supplier who provides Software as a Service (SaaS) for the purpose of Software development and implementation of a cloud based/web-based Laboratory Information Management System (LIMS) that fits the needs of The University of Georgia¿s PDRC Diagnostic Lab.  The PDRC diagnostic lab understands that there are out of the box solutions for LIMS, however experience has shown that further customization has been required and these systems are not established for use in a production animal system.  The supplier¿s proposal must account for dealing with multiple animals and sample types as part of a single case, both for ease of data entry, results reporting and data retrieval. An Agency Contract will be awarded to the highest scoring responsive and responsible supplier with whom UGA can reach agreement on terms and conditions. The Agency Contract award will be for two years initially with three subsequent annual renewals available at UGA's discretion. This award structure allows ample time for design and implementation of any chosen system and flexibility for long-term use of that system here at UGA. All responses to this solicitation should include a Statement of Work with a detailed timeline for installation/implementation along with their system specifications.  Along with the Statement of Work and their responses to the RFP questions in this solicitation, suppliers must submit a completed Cost Worksheet that details the pricing information for their proposals. Please do not include cost information within your responses to the RFP questions in the solicitation. Suppliers should read and complete all other requirements as listed in 51800-eRFP-000001147-2025 to be considered for the order. All Responses to this solicitation must be submitted electronically via Team Georgia Marketplace and all questions regarding these specifications or the solicitation must be entered into Team Georgia Marketplace using the Q&A Tool.
