ULTRA-LOW TEMPERATURE PORTABLE FREEZERS

The U.S. Navy, through the Navsup Flc Sigonella Naples Office, is seeking market information for the potential procurement of six brand-new portable, benchtop Ultra-Low Temperature (ULT) freezers capable of maintaining -80°C temperatures for use in military and medical laboratory environments. This request is a Sources Sought notice, not a formal solicitation, and no contract will be awarded based on responses; the intent is to evaluate vendor capabilities and market readiness to inform future acquisition planning. Respondents must demonstrate experience supplying portable ULT freezers for medical, laboratory, or military applications and confirm their ability to meet stringent technical requirements including ruggedized construction for off-road military vehicle transport, a minimum internal volume of 0.9 cubic feet (25 liters), power consumption under 3.0 kWh/day, and full compliance with FDA 21 CFR Part 11 for secure, unalterable electronic temperature data logging. Equipment must also adhere to EPA Energy Star Version 2.0 standards and NIH Manual Chapter 26101-16 for ULT freezer management. Each unit must be brand new, with no refurbished or gray market products permitted, and must be accompanied by a valid Certificate of Calibration and Conformity. Vendors must be either the Original Equipment Manufacturer or an authorized reseller capable of providing a minimum 12-month manufacturer’s warranty covering parts and labor. Responses are required to include company name, address, point of contact, phone number, email, CAGE code, business size classification, contract vehicle status if applicable, and detailed capability statements addressing all technical and regulatory criteria. All submissions must be emailed by 12:00 PM on July 8, 2026, to the designated points of contact, Sara Vena and David Biggs. The eventual delivery location, if a contract is issued, will be DLA Distribution Sigonella at NAS II Bldg. 723, Catania-Gela Sigonella, Italy, with items required to be delivered within 60 days after contract award. Shipping documentation must clearly reference the contract number, and invoicing is to occur upon shipment.
