Ultrasonic Side Scan Testing Services

The U.S. Coast Guard Yard is seeking non-personal services for ultrasonic side scan testing on vessels scheduled for availability at its facility in Baltimore, Maryland, specifically on vessels in dry-dock. The requirement is structured as a requirements contract with a one-year base period and four optional one-year extension periods, to be awarded on a lowest price technically acceptable (LPTA) basis. All work must be performed in accordance with the detailed Statement of Work, which mandates the use of automated scanning crawlers and handheld ultrasonic thickness gauges to inspect underwater hulls, freeboard plating, decks, and tanks for metal corrosion and deterioration across a range of vessel types including 327-foot Barque Eagle, 270-foot Medium Endurance Cutters, 154-foot Fast Response Cutters, and others. The contractor must provide all necessary personnel, equipment, materials, and supervision, excluding government-furnished property, and must ensure that scanning personnel are at least ASNT Level II certified and the analyst is ASNT Level III certified under the ASNT CP-189 (2020) standard, with copies of all certifications submitted with the proposal. Final deliverables include a written report within three working days of inspection completion, along with two hard copies, two CDs of raw data, and marked shell plate drawings with a summary of detected anomalies. The contract is a 100% small business set-aside under NAICS code 541330 with a size standard of $47.0 million, and only small businesses that meet the size standard may submit quotations.
